I've written up a USITT Frequently Asked Questions page which responds to many of the questions you asked (or maybe forgot to ask, but thought of later).

We are currently contracting web programmers to assist in development and testing of the VirtualCallboard system.
Developers should have a working knowledge of PHP, SQL, HTML, and CSS. Understanding of Linux and Apache is also desirable.
